19 of the Russian's 21 championships have been achieved on hard courts
A revitalized Medvedev won his maiden trophy for nearly 30 months with a win over Frenchman Moutet in the competition final.
The Russian, a ex- world number one, has experienced a difficult year, managing just one match at the major tournaments and undergoing a setback at the New York tournament.
The player's varied form on the tennis tour - and issues with his service game in particular - led to him dropping out of the top ten and finally parting ways with former trainer Cervara.
Presently training with Johansson and Rohan Goetzke, Medvedev has steadily improved in the past month - climaxing in a closely contested three-set win over opponent Corentin Moutet.
This represents Medvedev's initial championship since the Italian tournament and maiden on a hard surface from that period of the previous year.
Victory also means he has achieved twenty-one victories at 21 different events.
"For the first time I am participating in a tournament with my two daughters at once, so to secure a title is especially meaningful," stated world number 14 the champion.
"This championship is in honour of my child Victoria, because the initial championship I got when my child her name was delivered was for her."
Medvedev, the 2021 US Open champion, had lost his past six championship matches, comprising in that event earlier this year.
Medvedev's defensive strategy and regular outbursts on court had prompted commentators to wonder if his skill to perform at the elite level was over.
But the 29-year-old has made changes in the past month, striving to come to the net and play positively, backed up by an enhanced service.
He came back from a deficit in the first set against the difficult Frenchman, securing 4 of the final five games to gain the advantage.
Both players traded service breaks in the following set before the challenger, bidding for his maiden professional championship, gained dominance to create a final set.
He rescued 4 early break points in a close final set before the champion secured a break to fifteen to close out the victory.
Suitably, he secured the title with a rally at the net area, with his opponent unable to handle a shot after a lengthy match.
